Manufacturing companies in the Middle East, on the other hand, have until recently often lacked the knowledge and skills essentialto develop and implement a total quality program, hence struggle to improve the quality management system in comparison to the manufacturing companies in the west. The causes include education, amount of time and capital spent on research on total quality management (TQM) and other quality management models, limited use of variety quality control lean tools and techniques, limited access to information and communication technology,low labour productivity and a variety of other social cultural issues that impede productivity and efficiency.This research investigates the actual causes of difficulties in implementing and adopting TQM and CI practices that challenge the manufacturing SMEsin the Gulf region in terms of quality management.
After that,education in Oman, its development and structures are examined.
To ascertain anunderstanding of the key issues in relation to the working of the MOE a preliminary studywas carried with four focus groups of MOE’s central headquarter directors, regionaldirectors, head teachers and teachers.
The aims of this are (1) tohighlight the issues that need addressing in the Ministry of Education, (2) to present abackground survey on different approaches of managing change (3) to survey the literatureabout TQM in order to discover the underlying philosophy of TQM, its gurus, itsdevelopment and its tools and techniques, (4) to review the experience of TQM ineducation, its success in this field and to also identify limitations of TQM, (5) to examinethe feasibility of applying TQM in the MOE and (6) to design a model for implementing TQM in MOE .
Firstly, an overview of the context of the study is presented.
The primary concern for the manufacturing SMEs in the Middle Eastwhowant to compete in the global market is that many competitors have been involved in quality improvement programs for decades which initially give them a competitive edge.
These companies have already developed the top management commitment, infrastructure and other resources needed to sustain continuous improvement (CI) practices.For this purpose,a conceptual business management system as developed, incorporating in it the more popular quality management concepts or techniques, grouped in 7 sub-systems.Then the degree of TQM implementation as measured for each company and correlated to stakeholders' satisfaction and financial profitability.The sample consists of 40 persons, 10 from eachgroup.From this study the following issues were identified; centralization, weakcommunication, insufficient management support, weak teamwork motivation and faultyplanning.At the beginning of the 1980s Mexico's Federal Government decided to end the imports-substituting policy to join the General Agreement on Trade and Tariffs (GATT).As a result of the fast changes of the last decade in terms of international trade, Mexico's new policy rapidly evolve to one leading the country to a totally open economy.The major internal andexternal challenges that face the Ministry of Education and call for change are highlighted.This is followed by a description of the Sultanate of Oman, its location, climate, economy,employment, population and how all these affect education and calls for change.The proposed TQM model was validated through a second stage empirical analysis.Abstract This study seeks to identify the issues that need addressing in the Ministry of Education in Oman as it seeks to expand and improve its education system.
